PORTLAND, Ore. - A 20-year-old was found shot multiple times in northeast Portland early Saturday, and police are trying to track down the gunman.

Police did not immediately release the man's name.

Investigators were still trying to track down where he was shot.

They had no immediate suspects (and they never will).

Likely as not this is all we Taxpayers will ever hear of this event.

So if there is no time, place or suspects, is/was there a crime?
