I wonder if Neil would agree with Bernie?

Tonight, Multnomah County Sheriff Bernie Giusto was on TV News telling about his office's recent effort to arrest wanted Sex Crime Perpetrators.

He mentioned something to the effect, that if someone is charged with 20 sex crimes they are likely guilty of 40.

It was a compounding statement.

Or was it a condemning statement?
