Several questions are being brought to light with all the news about Oregon's much touted ESL programs (slanted towards Spanish Speaking students) being such absolute failures.

Your questions are flawed because you stated that we have an "education system."
What we have is a "school system." It's goal is not to educate but only to sustain and further itself.
