New Orleans levees now claimed as being sub-standard??

I have little doubt the New Orleans levees were less in quality than what was originally designed and specified.

Having worked with the US Army Corps of Engineers on a public works project, I was able to learn how the engineering standards were later adjusted downward to meet what the Minority Contractor had actually delivered.

Lowering the bar can always make losers look like winners.
