Most of these occur on heavily congested neighborhood streets, usually involve male or female Illegal Aliens, who can't read the signs, who can't speak English, who don't have drivers licenses, who have never driven a car before in their lives and yet elect to climb behind the wheel and give it a spin.
Why not, what do they have to lose?
Now, what do you have to lose when they hit you between the headlights, even if it is only at 20 mph?
