Beware the publicly funded Transit Bus, School Bus or Special Transport Vans that enjoys "Dark Tinted Windows."
The public agency that operates them will always explain the Dark Tint is for "security purposes" and they are quite correct. However, the intent might be misunderstood as the "security" they seek is "job security" as taxpayers might revolt if they could see how few passengers they carry.
If you look closely you will find its common for these 12 or 14 passenger vehicles (equipped with expensive and seldom used wheel chair lifts) carrying 1 passenger and usually found with 0 passengers as they are most often either going to meet a rider or returning to their base.
This raises the question as to why the private transport services most often use smaller 1/2 ton vans that are capable of carrying 3 passengers max and they are commonly seen with 2 passangers on board.

It would be cheaper for the state to give these passengers "taxi credit card" which the state would pay for.
