Dare I ask?

Mexico has benefited well from the US outsourcing many of our labor intensive industries there.

Yet those US jobs outsourced that required Brain Power have mostly gone to distant India, and to the best of my knowledge few if any have gone to our neighbor Mexico.

So if you were going to give your limited money to support educations of those of foreign lands who are most likely to benefit, who would you choose?
