When can we hire on?

News has it: One of the two person who received Bullet Wounds in Portland early this morning was a . . . Documented Gang Member.

My questions are:

#1 How does one become a Documented Gang Member?

#2 Who Certifies the suspects Documents are legitimate?

My guess is that somewhere in the Portland Police Bureaucracy they have some staff members who are Certified Gang Member Documenters and likely some who are also Certified as Culturally Sensitive to a Level III.

I just got this hunch!
