What kind of fool?

Our news is full of more and more Unsolved Hit-and-Run traffic accidents with some being fatal to innocent victims.

And, in the majority of the cases when there is some information about the driver the facts qualify them as fitting a specific profile of those who likely don't have insurance, don't know how to drive, don't have a drivers license, do have a drug and/or alcohol problem and can't speak English.

Now what kind of fool would expect that giving them drivers licenses would change their instinctive behavior?
