Its time to play hardball!!

So, if entering the USA Illegally is a Civil Violation and not a Criminal Act, then lets make coming here without completion of the proper documents a . . . Guideline infraction.

We all know what happens to those who Violate Guidelines as that can become . . . an Issue!

Then we can call Code Enforcement on the Guideline Violators and we all know what happens when the Code people get involved.
