If Oregon was really GREEN and really short of Money!

We might expect that ODOT would start reducing Metropolitan Freeway Lighting by 50% and to only those hours of need.
Their insane waste of electrical energy began in the early 70s and really picked-up the tempo during our first Energy Crisis of 1973. Since then its only gotten worse.
So why is it, that when we travel through the cities of Wilsonville, Aurora, Woodburn, Brooks, Keizer, Salem, Albany, Lebanon, Brownsville, Coburg, Eugene, Cottage Grove and beyond on I-5 at 3:00 AM and on a moonlight night, our greatly improved vehicle lighting systems are suddenly inadequate, but just in those areas?
What, can't the cameras read my vehicle license plate or recognize my facial features in the dark?
