This bottom-up growth now forces many on limited incomes (and who simply can't afford to relocate) to suffer the decline brought on by lack of tenant screening, tolerance of crime, violence and next to 0% maintenance.

Today in Oregon, the secret to unearned and additional profits in Rental Housing is not in what is done for tenants . . . but in what Isn't done for tenants.

Looking the other way can and does pay.
