We need to change the Immigration laws so that if any Legal Immigrant is found Guilty of a Misdemeanor or a Felony within the 10 years following their Legalization, that action will be revoked and they will be deported upon completion of their incarceration.

I don't know that if in this case Igor is a recent Immigrant or not, but I do know the second highest number of calls Police make for Interpretive Support is for Russian Language skills and we see an inappropriate number of Russian speakers involved in criminal activity.
