So what is RRV'ing

I heard a new term on Radio News today that was a bit more than I am ready to include in my world.

It was used in describing the behavior of the two men who have been arrested in Phoenix, AZ for the numerous killings that have terrorized the city for many months.

The new term was "Random Recreational Violence" or RRV.

So what is RRV, a problem or just another Issue to Embrace and accept into our every-day vocabulary?
