What is Good for the Goose?

Here we have two different groups working on sidewalks and driveways on South Commercial St. SE in Salem.

Picture #1 is at the intersection of Commercial St. SE at Madrona St. SE.

In it you will see workers with a Private Contractor who are wearing High Visibility vests and Hard Hats except for who I assume is the supervisory (Watch Bird) or inspector who is wearing a more comfortable ball cap.

I understand they are replacing the ADA Curb Cuts (wheel chair slope-ramps) as the existing ADA Curb Cuts (wheel chair slope-ramps) no longer conformed to the Newly Created Federal Regulations.

Picture #2 is at the intersection of Commercial St. at Browning Ave. SE that is 4/10 of a mile South of location seen in picture #1.

In it you will see City Employees replacing a sidewalk and driveway leading to a Dairy Queen.

So I have questions:

Where are the City Employee's High Visibility Vests and Hard Hats and supervisory (Watch Bird) inspector without a Hard Hat?

And why are City Employees doing some jobs and Private Contractors doing others?

And why have the City Employees kept themselves busy doing this type of work year-round (weather permitting) and the Private Contractors have only appeared on the scene in the last few weeks?

I get so confused!
