Who Gives a Fat Rat?

I have come to understand the Oregon State Police and ODOT are not interested in conducting what they describe as Traffic Accident Reconstruction Investigations (those multi-hour, traffic jamming studies of an accident scene that measures and documents every blade of grass and speck of sand over a wide area) if it looks as their is not or a possibility of a fatality resulting from the incident.
If persons involved are simply maimed for life it doesn't concern them as much. Not such a worry as to who, had done what, and when?
This confirms my earlier understanding the purpose of these constant and budget busting investigations are not to give fodder to attorneys or establish fault, but only to determine if those persons involved were wearing their set-belts and the if the air-bags operated properly.
Allowing these Economy Killing traffic jams to continue is absurd with knowing that Oregon is now going for its Fourth month of recession and gas prices are pushing towards $4.50 a gallon.
All this waste so members of ODOT's over-bloated engineering staff can crunch numbers as to the effectiveness of motor vehicle safety restraints.
As I said, Who Gives a Fat Rat other than the ODOT staff?
