I'm sorry for those innocents who get caught in the net, but that's what happens when Laws are ignored and willfully broken.
Those who want to benefit from all that our Nation of Law and Order has to offer, must first respect and obey our Laws as they are what give us Order.

Yeah, sucks to be them, huh? Of course, that sort of thing just breeds contempt for the law. And what is most important is not the Law, but Due Process of Law. How it is applied and enforced.
I'm not at all sorry for any innocents that get caught in the net, because after all - it's a minor intrusion. After they're confirmed as legal, they go free.
I was reading a similar headline earlier this morning regarding latinos on the east coast. The main problem that I have with such stories in the various fishwrappers is that they're uniformly "spun" in an attempt to evoke sympathy for the poor little latinos while instilling in the readers' minds a sense of unfairness, rather than of accomplishment.
