Basic Question: Was that a Hate Crime?

So we have this fight at a Salem apartment complex.

Actually two fights. A second broke out after Police had left.

They involved Blacks and Hispanics and Racial names where called of each other.

Some blood, some knives, some doors kicked-in and lots of
broken glass.

Was that a Hate Crime?
